Mission

To serve as the intellectual and critical thinking center of the United States Volunteers-Joint Services Command; prepare US Volunteers to lead Veterans of each of the five Services and Veterans Organizations in joint/combined Military Funeral Honors operations; and engage in activities in support of the Departments of Defense, Veterans Affairs, and Homeland Defense as a Force Multiplier.

Academic Program

The Rough Rider Leadership University curriculum is composed of a core program and elective courses. The core program completion is required of all Students. The curriculum provides grounding in the United States Volunteers-Joint Services Command mission and operations. The core curriculum focuses on strengthening English Language and Writing Skills, Briefing Skills, the United States Constitution 101, the Authorized Provider Partnership Program (AP3) Military Funeral Honors Ceremonies skills focusing on decision making and the formulation and implementation of Command and Control processes.

The Rough Rider Leadership University electives program complements the Core Curriculum and offers the Students the opportunity to broaden and deepen their study.

The Rough Rider Leadership University electives program explores Non-Governmental Organizations’ (NGO) operations and the AP3 interoperability with Active and Reserve US Armed Forces in carrying out the Legislative intent of providing meaningful, respectful and dignified Military Funeral Honors Ceremonies in accordance with the Department of Defense Standards for all eligible US Armed Forces Veterans at all private, state, and federal cemeteries through the Non-Commissioned Officers Academy.  The Students may strengthen their skills supporting the Department of Homeland Security operations through Courses offered by the Federal Emergency Management Agency (FEMA) College and the Military Emergency Response Team (MERT) Academy. The USV-JSC Chaplain Corps College offers courses in Military Chaplaincy with primary emphasis on Chaplains duties within the Military Funeral Honors Ceremonies at private, state, and federal cemeteries. Management, Staff, and Leadership Courses for Non-Commissioned and Commissioned Officers are offered by the College of Leadership and Command.

How to Apply for Membership

  1. Register for membership online at Membership page
  2. Click on “Join Us”
    1. Apply online” and submit
    2. Or “Download Print Application” and follow instructions to submit your application and dues
  3. Once approved, submit dues, ID Card Request Form, and any other required forms.

Courses for members are free when annual membership dues are fully paid.

For Non-Members

For Non-members, register for courses after paying the program course fees.

How to Register and Receive Credit for Courses

  1. Go to the USV-JSC website and choose Our Missions/ Rough Rider Leadership University
  2. At the RRLU webpage, click on Sign Up Now!” to register.
    1. After annual membership dues or program course fees have been paid, a username and password will be provided
  3. Select a course to take the course
  4. Once completed, submit the certificate of completion and exam scores to Unit G3/S3 or G1/S1, who should forward them to the J3 or J1, NHQ.

Policies and Procedures

Application RegistrationApply for USV-JSC membership through the USV-JSC website, www.usvjsc.org/index111312.html, and pay the annual membership fee. Register and remember to type in your ID card number.  If a non-member, go to RRLU webpage and “Sign Up Now,” register and pay for the courses by contacting the Finance Department.
Credits0.1 credit = 1 Contact Hour (i.e., 1 credit = 10 contact hours). The calculation of credit is based on the International Association of Continuing Education and Training (IACET) standards. For additional information about IACET, please see their website at www.iacet.org/ceus/about-the-ceu/
Maintain Active “Student Status”Students should maintain a “Student Status” by being “active” at least once during the year. If no “activity” over a year’s time span, the student must reapply and re-register.
Program of StudyStudents are responsible to keep track and maintain their Program(s) of Study Course Credits. Records shall be minimally maintained on each Student upon approved application process.  Course Credits accumulated will count towards the completion of the program and towards the prestigious RRLU Diploma.
Proof of MembershipStudents who are USV-JSC members are required to have a USV-JSC ID Card on record. Students who are non-members are required to provide verification that their fees are paid in full.
WithdrawingStudents are allowed to withdraw with prior notice to RRLU Administration. No refunds.
